If you can afford it, some of the first diamonds to be mined in Ontario will be going up for sale at Birks&#8217; flagship store in downtown Toronto on Monday. The 100 Ontario-certified gems are extremely high-quality, with a retail value that&#8217;s between 10% and 15% higher than other diamonds because they are both mined and processed in Canada. Mining Minister Michael Gravelle stated that shoppers who buy these diamonds will be supporting Ontario&#8217;s diamond industry, one of the few in the world that controls the diamond journey from rough to ring box, all within one province.<br />
This is the very first batch available from De Beers &#8216;Victor&#8217; mine in Attawapiskat in northern Ontario, Canada, which began operations in 2008. The glittering gems were available in Toronto until May 1, when they went on tour around Canada, exhibiting in other major cities.</p>

Much to the annoyance and confusion of some key member states, his decision came without the required consensus that governs the KP and I&#8217;m wild-guessing that it was an economically motivated decision aided by intense lobbying.<br />

While most wondered at the legality of the chairman&#8217;s actions, it was ultimately left to individual organizations and participating countries to make their own decision on how to respond. The U.S., which is trying to become KP chair for 2012, and the European Union, which heads the all-important Working Group for Monitoring at the KP, immediately distanced themselves from the decision. Others soon followed.<br />

The U.S. State Department warned that it would publish the names of companies taking delivery of these goods to ensure that U.S. companies are aware of potential non-compliant goods in their suppliers&#8217; stocks. Further, the State Department said it would ask its Office of Foreign Assets Control to investigate whether those transactions are in violation of the country&#8217;s sanctions laws, given that the Zimbabwe Mining Development Corporation is on OFAC&#8217;s sanctions list.<br />

Jewelers of America and the Diamond Manufacturers Association of America issued a joint statement stressing that trading in Marange diamonds would be in violation of national laws. However, they fell short of taking a personal commitment to expel guilty members.<br />

 At this point, there would be nothing to stop Zimbabwe from exporting the goods with valid KP certificates. It appears that from a legal standpoint, Yamba&#8217;s notice was at worst, a gross violation of the spirit of the KP&#8217;s consensual nature.</p>
<p>FCI encourages our customers to carefully consider your source when purchasing diamonds and when a European-cut or old mine-cut diamonds is available for purchase, why not limit your exposure to blood diamonds by taking a stand against these globalization atrocities.</p>

				<content:encoded><![CDATA[<p>Rebel armies in Africa sold blood diamonds to supply weapons to Sierra Leone, Angola and the Democratic Republic of the Congo.</p>
<p>Rough diamond global trade regulation was thought to have the power to curtail the &#8216;diamond wars&#8217;. Significantly contributing to peace and consequently a decrease in Africa&#8217;s underground diamond economy, the Kimberley Process Certification Scheme was the culmination of three years of governmental, non-governmental and industry discussions.</p>
<p>By 2004, it become obvious that regulation alone wouldn&#8217;t improve either economic or developmental problems. For 75 years life hadn&#8217;t changed much for approximately 1.3 million artisanal diamond miners in Africa, including many children.</p>
<p>In 2005, a development initiative by the name of Diamond Development Initiative (DDI) was created in the hope of paralleling the Kimberley Process, co-hosted by Partnership Africa Canada and Global Witness who met with De Beers in London. After four years in suspended opposition, attempting to bring the diamond industry, civil society and governments together around a complex agenda was a challenging accomplishment, however the DDI consequentially emerged, learning respect and understanding from both perspectives, agreeing on the necessity for long-term, sustainable peace.</p>
<p>In 2006 however, the DDI was incorporated as a nonprofit charitable organization, receiving grants from Sweden, the Tiffany Foundation, the Canadian government and several diamond industry leaders. In March, Dorothee Gizenga was appointed DDI&#8217;s first executive director, establishing executive offices in Ottawa in 2008.</p>
<p>To date, the DDI has established a comprehensive set of &#8216;Standards &#038; Guidelines&#8217; for artisanal diamonds produced in Sierra Leone with a second set of guidelines for the Congo nearing completion, including the termination of child miners. Responsible for Web sites with detailed information on international artisanal mining in both English and French, the DDI has been supported by both De Beers and the JCK Industry Fund, which is presently in the process of establishing global standards for &#8216;development diamonds.&#8217; With a new perspective as to how artisanally produced diamonds, perhaps 15% of diamond supply, might contribute to both national and community development, the DDI today is focusing on the organizational, social, environmental and economic problems that diamonds present.</p>

				<content:encoded><![CDATA[<p>This truly uplifting 28 minute documentary on Diamonds Development and Property Rights serves to refresh and restore our confidence in the fact that society still cares enough about the future and livelihood of indigenous peoples, to make real and lasting changes.<br />
It is gratifying to know that USAID was established to assist in economic growth, agriculture, trade, health, democracy, conflict prevention and humanitarian assistance. Government guilt or God&#8217;s will, USAID is in an attempt to balance the destructive globalization policies that served only to rape and pillage the meek and the poor.<br />
The USA has lost its sovereignty, given away our jobs, our manufacturing industry, our communities, our wealth and our towns to a false economy based on the special interests groups of large corporations.<br />
What we have overlooked, is that in its current form, the law actually inhibits executives and corporations from being socially responsible and we the people, are starting to pay the price. Our country is based on false energy prices, which have created a false economy based on unrealistic and imprisoning credit which we spend on dis-empowering companies such as Walmart that helped to bankrupt our local stores which sold locally grown produce and goods, in so doing, proving work to the inhabitants of local communities.<br />
It&#8217;s time to focus on our communities and take back our sovereignty. Jean Jacques Rousseau described sovereignty as the general will in action, which resides in the community as a whole, and not through elected representatives. Participatory decentralized development helps build national sovereignty by empowering local communities to manage their own development. National governments that attempt to resist such internal movements will suffer, as the external forces of globalization challenge and redefine the precise role of national governments, thereby destabilizing their own standing.<br />
Many inhabitants of Africa&#8217;s diamond-producing regions are artisanal miners, but for a large majority, mining remains a subsistence activity, marked by tenuous rights over land, rudimentary levels of organization and technology, and weak bargaining power vis-a-vis the middlemen who dominate the diamond marketing chain. In diamond-producing countries, many Africans have shifted from agricultural production to alluvial diamond mining, causing a marked decline in food production and household livelihood. Women have been particularly affected. African governments have put in place registration and record keeping requirements for diamond miners intended to ensure alluvial diamonds enter the chain of custody as required by the Kimberley Process Certification Scheme. However, without proper incentives and in the absence of clear enforcement regulations and implementation, artisinal miners have little reason to comply with such requirements.<br />

 The rural commune of Banankoro is at the heart of Guinea&#8217;s artisanal diamond-producing region. Paradoxically, it remains one of the least developed and poorest areas in the country. PRADD (Property Rights and Artisanal Diamond Development Project) conducted an in-depth review which revealed that poor design and mismanagement of fiscal mechanisms have drastically constrained the application of otherwise well intentioned policies, in so doing, depriving Banankoro and neighboring communes of substantial revenues. These mismanaged funds include the reservation of a portion of artisinal permit fees to establish a mining promotion fund and an area tax on industrial mining operations to compensate local communities for environmental damage.</p>
<p>PRADD will assist local government leaders and citizen groups to better understand shortcomings in the current fiscal systems, and to address such measures through constructive engagement of national government representatives on practical reform measures.<br />

This video details the problems faced by diamond miners working with alluvial diamonds in the Central African Republic, and the challenges of affirming property rights at the grass roots level. The video briefly summarizes the 8-step process PRADD developed to translate customary rights into statutory rights. The process combines community development techniques to identify, organize, and motivate miners with GPS devices to precisely locate the mining claims.<br />

The Property Rights and Artisanal Diamond Development Project (PRADD) is a USAID-funded pilot program designed to improve the lives of diamond miners and their communities by developing methods to achieve clear, secure, and publicly acknowledged rights to land and resources. The methodology developed by PRADD helps miners to affirm their customary property rights claims, providing them a measure of protection they never had before. It also offers a way to improve compliance with the Kimberley Process, which was developed to trace a diamond&#8217;s origin to ensure that it was not used to fund violence. Two videos were made to show government officials, professionals working with the Kimberley Process and others involved in Land Tenure and Property Rights how the process works.<br />

U.S. foreign assistance has always had the twofold purpose of furthering America&#8217;s foreign policy interests in expanding democracy and free markets while improving the lives of the citizens of the developing world.? If this is so, I ask, how have countries with the most valuable resources become the poorest on earth with intermittent warring and why did the countries intent on imperialism and globalization let this happen? Did we allow the corporations to become too powerful? Did you know that in the year 2000, of the world&#8217;s 100 largest economic entities, 51 were corporations and 49 were countries?<br />

Although diamonds are April birthstone, if you are an April baby, there&#8217;s nothing at all stopping you from adopting one of these stunning diamonds as your &#8216;signature&#8217; ring! Some of you may know that I&#8217;m extra partial to colored stones, especially well-cut, evenly colored gemstones in which I personally see degrees of beauty, not least diamonds. In fact, this is a ring we sold last week, totally my taste, aesthetic, colorful, valuable and mounted with three colors of diamonds&#8230;that&#8217;s what I call pretty!<br />

Note that although these stones may be graded SI3 and even I1, although the inclusions may be visible in some cases, I don&#8217;t feel like they distract from the beauty of either the ring or the stone. Jewelry after all is supposed to be beautiful and stones that appeal to my taste have to be beautiful to warrant FCI&#8217;s mind-blowing photography.<br />

If you look very closely, you can see the inclusions in our 100X magnification but especially with brown and colored diamonds, they are difficult to spot with the naked eye because these diamonds are so well-cut with so much fire, the inclusions easily camouflage themselves. Inevitably conflict-free because they are not sufficiently valuable to warrant smuggling, these diamonds are purchased from our valued vendor who oversees the cutting himself, thus ensuring a very fine &#8216;make&#8217; to bring FCI a wonderful selection of fancy brown-yellow and fancy yellow-brown diamonds.<br />

Fair Jewellery Action (FJA) has launched as a human rights and environmental justice network serving the jewelry sector. FJA promotes ethical and fair trade jewelry businesses by advocating traceability and transparency in the jewelry supply chain. The new network&#8217;s objective is to direct more of the economic impact of the jewelry sector toward regenerating local economies in small-scale, artisanal communities and supporting cultural integrity and environmental sustainability.</p>
<p>Through its communications platform and standard setting activities, FJA will function as a driving force for consumers, making ethically and fairly traded jewelry the only moral choice. It will support jewelers by connecting them with the source of their material and enabling them to see the social, environmental and market advantage of providing ethical products.</p>
<p>According to Greg Valerio, one of the co-founders of the organization, &#8216;As a starting point, jeweler brands must not lose sight of the simple fact that traceability and transparency are the foundational bedrock upon which any ethical scheme must be judged. If you don&#8217;t know where your material comes from, you are morally compromised.&#8217;</p>
<p>In addition to supporting jewelers and brands that source in a traceable, transparent manner, FJA will provide the world&#8217;s first published and electronic ethical and jewelry manual and education materials to all jewelers and jewelry businesses. It will also provide lecture materials to jewelry students.</p>
<p>FJA will host campaigns to support the rights of indigenous people, communities and small-scale miners affected directly or indirectly by unjust situations involving mining. The network noted that it will be highly focused, supporting only those that it can impact by utilizing social media, its established network of suppliers, ethical jewelers, nongovernmental organizations (NGOs) and the press, as well as by conducting action campaigns on the ground.</p>
<p>FJA is currently supporting the rights of small-scale Inuit ruby miners to mine, own, transform and sell rubies from Greenland without prosecution or marginalization at the hands of the Denmark-run Bureau for Mines and Petroleum and neocolonial business interests.</p>
<p>Recognizing that small-scale mining strengthens communities and has the potential to redeem economies in the third world, FJA will also support mining projects enabling miners and their products to reach fair trade certification. The network explained that it will provide financial support, scoping studies and advice from qualified professionals; liaise with locals; offer practical help in launching the projects; and encourage public support through the provision of up-to-date information via the press.</p>
<p>FJA was launched in the U.K. and U.S. by fair trade jewelers and ethical jewelry advocates Valerio and Marc Choyt of Reflective Images in Santa Fe, New Mexico. In the U.K. only, the FJA will operate within the charitable trust of The CRED Foundation.</p>

More disturbing than the enormous damage to the earth inflicted by diamond mining is the existence of the so-called &#8216;blood diamonds&#8217;, referring to diamonds mined under horrendous and unethical working conditions comparable to if not worse than slavery. The only true guarantee that you are not purchasing a blood diamond is the fact that rough-cut diamonds are not valuable enough to warrant smuggling! Conflict-free diamonds refer to those obtained through entirely distinct procedures which do not involve hazardous chemicals, radiation or other environmentally dangerous substances and contrary to &#8216;blood diamonds&#8217;, are produced under ethical, non-discriminatory and humanitarian working conditions. It is encouraging to witness a trend towards the gradual substitution of &#8216;dirty diamonds&#8217; by what we term as &#8216;conflict-free&#8217; diamonds, and a joy to observe that this consciousness is gaining grounds simultaneously with respect to precious metals. Renewed sources of precious metals derived from recycled jewelry or industrial products are increasingly explored in order to complement the conflict-free diamonds by &#8216;environmentally responsible&#8217; precious metals, of identical quality to newly mined metals once reclaimed and refined.</p>

The rings I bring to you today are very special to me because they are the antithesis of the restricted-entry diamantiere business. These rings are the imaginary product of Debeers immortalized as a TBL, more concerned with their impact on People and Planet than Profit.<br />
This is my DebeerS-SreebeD Black Swan Collection, my creative love of taking what are considered to be left-overs, by those who create the demand for their one-in-a-million, highly-sophisticated, expensively-marketed, over-indulgent products and market them as a gift from Mother with all the life, color, natural artistry and uniqueness that only she can provide. Every one of these rough unsophisticated diamonds is unique in color, cut, internal structure and tonality. Unlike DeBeers diamonds, which look and grade very similarly, you don&#8217;t need to engrave the girdle of an &#8216;FCI Rough-cut Diamond&#8217; to differentiate between them because they don&#8217;t look like carbon copies; you don&#8217;t need the exact weight and laboratory-identified cut of an &#8216;FCI Rough-cut Diamond&#8217; to appreciate the shape, because every one is different in a non-conformist way; you don&#8217;t need an expensive appraisal to prove how your diamond graded, because Mother doesn&#8217;t judge her children, she loves them all equally, each with unique talents.<br />
I&#8217;m quite sure that DeBeers, have been shoveling these &#8216;rocks&#8217; for years, destined for industrial use, never thinking for a minute that us &#8216;Green-folk&#8217; might actually appreciate all that they have to offer.<br />
In the 17th Century, the discovery of black swans in Australia metamorphosed the term to connote that this perceived impossibility (a black swan) actually came to pass and for this reason, our exclusive Black Swan &#8216;FCI Rough-cut Diamond Collection&#8217; is not only a diamond in the rough but perhaps like the ugly duckling, it will became the most beautiful and revered of all not only photographically but for everything that it stands for in society.<br />
